Your average car thief is not exactly Lex Luthor.
Years ago my neighbour called the police to report a car parked on their property. The police knew from the registration number that it was stolen and the make and model told them who had stolen it. The location told them the current location of the thief: right over the road from my neighbour.
So the cops picked him up. They charged him and released him. He came right back and was kicked out of his girlfriends house. Half an hour later a resident called the police because some guy was breaking into his car. The police asked him the make and model...
