The website referred to `Blog2.com` is pronounced - `Blog-T.O.` (as in the acronym for Toronto Ontario). (blogto.com)
Also, people calling in for lobotomies were people playing with the joke, so there's no need to imply that a 'surprising number of Toronto residents' are into getting their brains mangled. It could instead imply that a surprising number of Toronto residents have a sense of humour. It should also be said that this poster is borrowing the graphic design from a campaign earlier in the summer offering cheap divorces.
The lobotomy ad also corresponded with the all-night city-wide art event "Nuit Blanche". Outdoor art installations were erected across the city, so it was easy to recognize this as a joke.
I remember seeing The Man with the X-ray Eyes on TV in the 60's, but all the semi-nudity was cut out, leaving only Ray Milan's extreme angst at his worsening condition.
