It appears to be a quiet PC fan mounted on a simple stand. It makes good sense: PC fans represent some of the most competitive, evolved engineering in the world for quiet, enduring performance in a small fan, so aiming one of these at your sweating brow instead of your RAM is a great, quiet, reliable way to cool off.
